Hands down it is Pretty Boy Floyd. Pavlik had a great year and finally ended the horrendous reign of Jermaine...BUT...it can be argued that Taylor had lost 3 of his 4 previous fights as well, so it should not be that huge a triumph. Cotto is the man, has the fans and two great wins that should catapult him up to a star in 08 and get a shot perhaps at the man himself!
Money Mayweather beat a legend and still a top P4P fighter in Oscar that drew the biggest buy rate ever. Oscar may be past his prime, but he was a brawler that many said was just too big for Floyd as PBF moved up to face him and really owned him in a purists fight. Then...he goes and fights Mister Scrappy himself, the Peoples Champ in Ricky Fatton, a guy that is supposed to have power in both hands and the quickness that Oscar had lost. Floyd made him look silly in the second biggest fight of the year. Floyd won the 2 biggest shows and most talked about fights of the year, the ones that got on all the magazine covers, the sports shows, the newspapers and even had HBO series "24/7" follow the fighters up to the fight. AND he was a reality TV star with his dancing shoes. Floyd won the 2 biggest draws in boxing in 07. He was the man that everyone was talking about, good or bad. I know he has taken the RING B of Year Title before....but I dont think he has ever earned it as much as this year, not only for what he did for the sport in the ring, but alll the attention and $ he brought it outside of it as well. For me, it is a no brainer...FLOYD.
*On a side note, I think you have to include Calzaghe in the mix.

yup, i totally agree. Floyd went up to light middleweight and defeated the #1 guy there in Oscar and then KO's another top 10 P4P fighter in Hatton.
