it is legitimate. Apparently the belgian media started writing about the story last week. I got it from a news paper (not tabloid). I donīt know exactly what he is saying, but he started out by apologizing for being late and I think he goes on to saying something about questions - maybe that the journalists can start asking questions(?).
Iīve seen him on tv before during his election campaign and he normally seems serious and a bit stiff.

As far as my French goes: (since Aka is nowhere to be found in this thread ;))
He first apologizes for being late, he explains that he comes from a very long meeting with Poetin..
He then asks wether they want him to awnser any questions..
He agrees (don't realy catch what he says) but plugs in his translator so probably obliges...
So basically chinese coral was pretty much on there... Interestingly his speech is being slowed down from alcohol and probably fatigue as well that I can actually nearly understand what he's on about. Sober French people are hard to understand. I could for instance ask for directions in French but am not able to understand the French putting of words...
