found this about Rameau Thierry Sokoudjou

http://www.thefightnetwork.com/news_detail.php?nid=3142

Sokoudjou, (2-1), moved to the United States from his native Cameroon six years ago to pursue his Olympic aspirations in Judo. He won the 2001 U.S. Open Judo Championship in the open weight division and earned a bronze medal in 2003.

Due to visa complications, he was unable to compete in the Olympic Trials and turned his focus to the sport of mixed martial arts. He trains with PRIDE welterweight champion Dan Henderson at the Team Quest MMA Fitness Center in Murrieta, Calif.

Will NSAC allow fight between this Cameron guy and Lil'Nog?

They might do because of his judo career.

Of all people, I wonder why Lil Nog gets a guy like he?

Can't imagine. Seems odd unless they think lil Nog is going to be a big star in the US and want him to look hugely impressive. Which is a thought process I can't even fathom. Then again, a few years back Zuffa paid Pedro Rizzo $175,000 per fight to stink up arenas and the history of MMA is replete with people who totally fail to learn from history, so who knows.
