The normal procedure for top athletes is having an official looking on while you do the urine sample eliminating the possibility for having a bag of urine taped to your leg or stuff like that.

You can use other peoples urine for samples if they dont watch you fill the cup up.

As im from Sweden, i know some of our track n field stars gets tested by both our organisations and the olympic one and they have stated they have to fill it up while they WATCH,not peaking over any shoulder or so (includes the ladies aswell).
